Nairobi: January 30th, 2021: Pan-African housing development financier, Shelter Afrique through its Centre of Excellence (CoE) has signed a Memorandum of Understanding (MOU) with PPP Training Online (Pty) Limited (previously NEPAD Business Foundation) aimed at delivering the affordable housing focused APMG Certified Public Private Partnerships (CP3P) courses in Africa.
The APMG PPP Certification Program is an innovation of the World Bank Group (WBG), Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB) and the Islamic Development Bank (IsDB) with a shared vision of enhancing PPP performance globally. CP3P is the definitive credential to demonstrate global best practice in PPP project delivery.
The signing of the MOU follows a series of capacity development programmes carried out by the Centre of Excellence focused on large-scale affordable housing development. These programmes have been held in Kenya, Zimbabwe and plans are underway to expand their reach.
The agreement which is expected to enhance the skills and capacities of Shelter Afrique member countries and the African region at large in effectively structuring and managing affordable housing PPP projects was signed in Nairobi by Shelter Afrique Chief Executive Officer Andrew Chimphondah and Andre Kruger, Chief Executive Officer at PPP Training Online (PTY) Ltd.
“As the only pan-African finance institution that exclusively supports the development of the housing and real estate sector in Africa, this strategic partnership with PPTO will be key in the delivery of affordable housing focused CP3P courses within Africa. Shelter Afrique will work closely with PPPTO to deliver the courses to public and private practitioners, from Anglophone and Francophone countries, which have a vested interest in the delivery of affordable housing on the African continent.” Mr. Chimphondah said.
He noted that some off-take projects had been identified by Shelter Afrique aimed at improving and strengthening the environment for private sector participation in affordable housing delivery in Africa. These efforts will be geared towards achieving the organization’s goals.
“The objectives of this collaboration will help to understand the infrastructure procurement alternatives, the potential use of PPP procurement methodologies, the pitfalls and challenges with the PPP methodologies, project finance principles and the importance of long term contract management,” Mr. Chimphondah said.
Mr. Chimphondah said that PPPTO has the necessary capacity and expertise to develop and deliver the courses and to confer the globally accredited certificates on those who complete it successfully.
“We believe our partnership with PPPTO will deepen our impact in the PPP sector, and furthermore conceptualize and develop major affordable housing project opportunities in Africa,” Mr. Chimphondah said.
Shelter-Afrique is owned by 44 African countries, the African Development Bank, and the African Reinsurance Corporation (Africa-Re).
